The Oromo Federalist Congress (OFC) launches Oromo Youth League (OYL)

The Oromo Federalist Congress (OFC) has launched the Oromo Youth League (OYL) on the 25^th of January, 2014. The League is expected to organize and mobilize youths in Oromia Zones to peacefully and lawfully struggle for a democratic system that respects the social, economic, and political rights of the Oromo people in Ethiopia. Out of 18 zones in Oromia, 12 zones sent their representatives who in turn elected the 11 member executive committees in the presence of the Charman of OFC, Merera Gudina (Phd.), and the Secretary, Obbo Bekele Nega. The 11 Executive Committees that were elected by the members of the league are:

3.  Alemu Abdissa: Illubabor Zone

No amount of doctors training can change the equation but a just system that motivates and continues to inspire the educated to serve and, serve again!

The Difficult road in a place called Abba Roba, before crossing Segen River to reach Konso District

  the brain drain of physicians and other skilled professionals from Ethiopia and other parts of Africa to Canada and other western countries. This is not a new story to many people. What is rather new to some of us is the Ethiopian government’s strategy to deal with this tragedy by massively producing physicians. I read this story a day after I called a 36 year school director who ended in a hospital, one hundred KM away from his home town only because he had a headache and found to have hypertension and given some medicine to control his blood pressure; where he came from there is actually a district level hospital. I spoke with the same person 2 days before, and to my best knowledge he was in good state of health.  I called him and his phone was answered by his wife, who told me that he receiving urgent care in a hospital. I asked to speak with him; asked him how he feels and what medicine he was given. His blood pressure at the time I spoke to him was not elevated.  I realized that the poor teacher was suffering not from hypertensive emergency but the side effects of the wrong blood pressure medication about which neither the patient nor the health professional had any idea that it could be causing his symptoms.  His wife initially told me that they are planning to take him to a higher level immediately if he does not feel better. He is given two medicine, a rapid release Nifedipine and Furosemide. He continues to use it thinking that his BP is getting out of control and causing profound dizziness. You can imagine the financial impact of the poor quality of care. It could have costed the poor teacher thousands of Birr until he gets to a tertiary care level or a dedicated physician who reviews his medication, listens to his story well and tells him to stop taking the wrong medicine he was put on. This is the story of thousands of people if not every day, every week in a country where the government’s policy is to deal with the massive exodus of Physicians by overproducing physicians and saturating the domestic market.  They have no strategy of retaining the best of the best but have strategy to use the worst of the worst among communities of people to rule over them indefinitely.  To get back to the main reason why I decided to write this short piece; is reflecting on my own trajectory from “a committed subject”  willing to serve his country to someone soon to be a professional selling his service for a fee in a western country.

“According to Canada-based CUSO International, between 1990 and 2006, Ethiopia trained 3,700 doctors. Only 700 of them stayed to work there. Africa’s health-care system isn’t the only sector hemorrhaging skilled workers — there are more African-born engineers and scientists living in Canada and the U.S. than in all of Africa.” Reading this story on Ayyaantuu.com made me think about my own decision to leave my country. Fresh out of medical school, I want to Oromiya Health Bureau and asked the Head to assign me to Borana zone, which was back one of the few zones physicians avoid going to at any cost. There was a tremendous violence even against physicians, economic deprivation of the local communities was unparalleled anywhere in Ethiopia except Ogaden and parts of Hararge.  Borana was occupied by thousands of TPLF soldiers stationed in almost all towns and major check points and camps…Nobody wants to go to Borana unless you have no option, that was the situation 13 years ago. Per my request, I was assigned to Borana and went there with a letter and asked the Head of the zonal Health Department, Dr. Assefa Sime, to assign me to the most disadvantaged Health Center so that I can serve the poorest of the poor and the most marginalized communities and difficult to reach populations of the zone. Some of you who know me personally may think, in fact the difficult to reach in Borana is Taltalle and that is where you are from and where you wanted to go. But, that was not the case, I was ready to go anywhere in Oromiya as far as Begi in West Wallaga. Here are some of the facts, Borana was the most liked place by Physicians at the end of the fall of Derg regime (because of lucrative contraband business and good financial status of the Borana and a grateful community) and the most unpopular few years later after the coming to power of the current regime. A few years before I came to Borana, there were 13 physicians in Nagelle Borana Hospital, and 2-3 physicians in all Health centers. By the time I came, there were only 3 GPs and I Surgeon. They all left in a matter of few years. There was a similar trend in almost all zones of Oromiya. There were more doctors in AA/FF, than in the rest of the country. Oromiya’s health facilities were to be a “ghost place”.

The zonal health administration told me that they can’t assign a doctor to HC when the zonal hospitals are almost empty. There were only 3 physicians in the Brand new Bule Hora Hospital. Each of these Hospitals were serving more than 1.5 Million population at the time.  As a result, I was assigned to work in Nagelle Borana Hospital,   A few months later, I had to go to Taltalle district to supervise the National Polio eradication campaign. Taltalle is 10,000 Square KM wide district bigger than North Shawa zone of Oromiya. We had only one car to do supervision of the campaign which lasts only for few days; in this big district, which is bigger than Kosovo, now a country in Europe. El-Dima, a military post at the Ethio-Kenya border during Haile Selassie regime, is 105 KM from Millami- the main town.  I went to El-Dima from Millami, on foot back and forth fresh out of high school, that how teachers and health care workers used to reach several communities in Taltalle district.  It was a difficult campaign to supervise. Nowadays, I think Taltalle could be better administered as 2 or 3 separate districts than 1.  Anyways, I decided to go to Waata Wondo, a place no Physician has ever set his/her feet on. It is only 60 KMs from Millami. However, because of lack of road infrastructure, we had to take the longest route, through Birindar. Konso, across Weyto River and the desert to reach WW from the back. We had to take a better route, better is a relative term.  Look at the picture below if you want to know how good that road was. It was like a spiritual journey. I lack words to express the feeling. The pride of being there, taking all the risks and personal hardships. It is after all, a service to my country and my people. Being there for my people, against all the odds and challenges! That is what I ask all Physicians in training back home to consider. Graduate, be bold, and go to even the most disadvantaged area, serve!  You will be proud of your service to your country at the prime of your life. Always think about staying and working, and of course cooperating with others in changing the political system to a system which is based on the best interest of all its peoples. That is probably the panacea. No amount of doctors training can change the equation but a just system that motivates and continues to inspire the educated to serve and, serve again!

Global Voices: Stemming the African brain drain – out of 3700 Medical Doctors on 700 stay

Oromia: A group of men carry a malaria victim, seriously ill, to get medicine from the nearest town, over 15km away, but no doctor is there

January 29, 2014  Last year the Canadian health-care system managed to save $400 million — by poaching trained doctors from the poorest and most vulnerable communities in the world.

A recent study by the University of Ottawa indicates that even as Canadian aid programs help Africa to build better health-care systems, our health-care system is taking away their doctors.

According to Canada-based CUSO International, between 1990 and 2006, Ethiopia trained 3,700 doctors. Only 700 of them stayed to work there. Africa’s health-care system isn’t the only sector hemorrhaging skilled workers — there are more African-born engineers and scientists living in Canada and the U.S. than in all of Africa.

It’s called brain drain. In 2000, there was a panic in Canada when reports suggested we were losing as many as 65,000 of our citizens every year to the U.S. It turned out that, for the most part, Canada was gaining as many professionals as it lost.

Africa has not been so lucky. The International Organization for Migration estimates that Africa has lost more than 460,000 educated professionals since 1990.

When the African Union marked its 50th anniversary, stemming the African brain drain was identified a top priority.

African leaders hope to mitigate the brain drain by recruiting expatriate African professionals to return home for a visit and lend their skills as short-term volunteers on development projects. CUSO International is working with the African Union on such a project.

Endashaw Inoldie, an Ethiopian-Canadian and recent CUSO volunteer, explained that using expatriate volunteers can be cheaper and more hassle-free than using Canadian-born volunteers because they can hit the ground running.

“An Ethiopian-Canadian can share their experience in the field and have no problem with language or cultural shock,” he told us.

Inoldie fled political upheaval in Ethiopia in 2001 to study sociology at the University of Western Ontario in London. He became a career adviser in Edmonton and Fort McMurray, Alta., before volunteering with CUSO and returning in 2011 to Ethiopia. There, he helped build a database to connect Ethiopian hospitals and universities with skilled diaspora volunteers from North America.

Inoldie was better equipped to handle work on the ground than his roommate, a Canadian aid worker with no Ethiopian roots, volunteering at the Ethiopian department of education in the capital of Addis Ababa. The roommate had to inform Ethiopians in communities around the capital about a new English language program, but between his rudimentary Amharic, Canadian accent and inability speak any local dialects, few could understand him.

Inoldie received a desperate phone call from his roommate, who asked for his help as a translator.

Members of the African diaspora who can’t afford to take time off to volunteer can still share their skills with their homeland without leaving the comfort of their adopted western home. Tech company Hewlett-Packard and the United Nations agency UNESCO have partnered on a project called the Brain Gain Initiative that uses cloud computing technology to link researchers at African universities with expatriate scientists abroad.

As an example: using remote sensors and Internet technology, Cameroonian expat Christophe Bobda, an engineering professor at the University of Arkansas, works with Emmanuel Tonye at Yaoundé University, in Cameroon’s capital, to study air pollution in African cities.

Helping African nations use the talents of their diaspora populations for development mitigates the impact of the African brain drain.

But this is not a long-term solution. To prosper, Africa must keep her brilliant children home. And developed nations like Canada have a role to play here, too.

For a start, we must address the issues in our own health-care system that requires us to draw so many health professionals from developing countries where they are needed more.

UNESCO suggests that building African centres of academic excellence — such as the African Institute for Mathematical Sciences, which we wrote about last fall — will create opportunities that entice Africa’s brightest minds to stay home.

African nations, for their part, must improve wages and living conditions so home becomes the land of opportunity for native-born doctors, engineers and scientists.

For donor countries like Canada, applying some of our aid dollars to support professional retention programs in developing countries would be a wise investment in the long-term progress of Africa.

Ethiopia Abducts two key-ONLF senior leaders and negotiators in Nairobi, Kenya

January 28 2014 ,Two high-ranking members of the ONLF, who were peace negotiators between ONLF-and- Ethiopia have been abducted in Kenya by the Ethiopian security agents on Sunday afternoon(26/01/2014).

The Group issued yesterday a press release saying that “The Ethiopian security abducted Mr Sulub Ahmed and Ali Hussein, two senior ONLF leaders from Nairobi yesterday afternoon. The leaders, who were members of the ONLF negotiation team, were in Nairobi for a proposed third round of talks.

Amharic fluent speaker-Sulub Ahmed ,a former ONLF-head-quarter’s commander and a member of Central Committee and Ali Hussein aka Ali-dhere ,a member of the 74 ONLF central Committee have been in Nairobi waiting to resume a peace-talk between Ethiopian government -and-ONLF which stalled 17 October last year. 

The two men had no guards with them during their stay in Nairobi. and they went missing yesterday afternoon after going to the town centre. Their cell phones went dead in the early afternoon. Early reports indicate that the Ethiopian security who armed with pistols drugged them and took  them to Moyale through Isiolo Route, crossing through the gaint Ogaden border .

Waiting the news of these two ONLF-negotiators ,it was cleared on Monday morning that they have fallen into the hands of the Ethiopian agents that operate outside of the Ethiopian borders.

ONLF stated in its press release that “In 1998, the Ethiopian Army killed three members of an ONLF delegation team and abducted two members, who were coming back to ONLF base after participating in bilateral negotiations with the Ethiopian government inside the Ogaden. Two years ago, the Ethiopia government assassins killed another senior leader in Nairobi too”. The group mentioned further that  ”This is not the first time that the Ethiopian government has acted in an unethical and uncivilized manner by killing or abducting ONLF delegates engaged in peace talks”.

Although ,Kenya accepted to broker  the previous ONLF-Ethiopia peace talks, still for the last 3 years, Kenya territory has been a place for Ethiopian agents to kill, abduct and intimidate at will any one suspected of being ONLF-Sympathizer or a refugee who fled from Ogaden Region.

In its twitter account (@ONLFJWXO), the Liberation Front stated that “Last year an abduction attempt of #ONLF leaders by #Ethiopian Security from #Nairobi was thwarted by #Kenyan Police”.

The abducting of the two-key negotiators is a blow to efforts to negotiate a political solution to the 3 decades-long war between Ethiopia and Ogaden region.

“This heinous act constitutes a breach of confidence in dealing with Ethiopia and will gravely hamper any further talks with Ethiopia. This cowardly act, will further invigorate the quest of the Somalis in Ogaden for freedom”,said Monday’s ONLF-foreign press Release.

Although the website-run by Ethiopian-appointed Ogaden administration already claimed the responsibility for the abduction of ONLF-negotiators ,the Ethiopian government remains tight lipped over the “abduction” of 2 negotiators and the Kenyan government did not comment on this fresh abduction.

“It was Kenya’s responsibility as a facilitator of the peace talks it should have the moral responsibility to protect at least these officials or allow them to carry weapons with them to protect themselves respectively.It is also Ethiopia’s violation over the Kenya’s sovereignty”,said Mohammed Farah, a journalist and a human rights activist.

Regional commentators believe that  this indicates as it was  mentioned earlier that some of the Ethiopian government members are unwilling to continue the peace-talks between ONLF and Ethiopia and this incident will jeopardize the peace again.

Ethiopia – Land for Sale

As the economy thrives, we examine the plight of Ethiopians forced from their land to make way for foreign investors.

NGO’s and policy advocates say the true consequences of the land grabs are almost all negative [Reuters]

 Just a few decades ago, Ethiopia was a country defined by its famines, particularly between 1983-1985 when in excess of half a million people starved to death as a consequence of drought, crop failure and a brutal civil war.

Against this backdrop, it is impressive that in recent years, Ethiopia has been experiencing stellar economic growth. The headline statistics are certainly remarkable: the country is creating millionaires faster than any other in Africa; output from farming, Ethiopia’s dominant industry, has tripled in a decade; the capital Addis Ababa is experiencing a massive construction boom; and the last six years have seen the nation’s GDP grow by a staggering 108 percent.

But it is not all positive news, because for all the good figures there are still plenty of bad ones.

Around 90 percent of the population of 87 million still suffers from numerous deprivations, ranging from insufficient access to education to inadequate health care; average incomes are still well below $1500 a year; and more than 30 million people still face chronic food shortages.

And while there are a number of positive and genuine reasons for the growth spurt – business and legislative reforms, more professional governance, the achievements of a thriving service sector – many critics say that the growth seen in agriculture, which accounts for almost half of Ethiopia’s economic activity and a great deal of its recent success, is actually being driven by an out of control ‘land grab’, as  multinational companies and private speculators vie to lease millions of acres of the country’s most fertile territory from the government at bargain basement prices.

At the ministry of agriculture in Addis Ababa, this land-lease programme is often described as a “win-win” because it brings in new technologies and employment and, supposedly, makes it easier to improve health care, education and other services in rural areas.

“Ethiopia needs to develop to fight poverty, increase food supplies and improve livelihoods and is doing so in a sustainable way,” said one official.

But according to a host of NGO’s and policy advocates, including Oxfam, Human Rights Watch and the Oakland Institute, the true consequences of the land grabs are almost all negative. They say that in order to make such huge areas available for foreign investors to grow foodstuffs and bio-fuels for export – and in direct contravention of Ethiopia’s obligations under international law – the authorities are displacing hundreds of thousands of indigenous peoples, abusing their human rights, destroying their traditions, trashing the environment, and making them more dependent on food aid  than ever before.

“The benefits for the local populations are very little,” said renowned Ethiopian sociologist Dessalegn Rahmato. “They’ve taken away their land. They’ve taken away their natural resource, because these investors are clearing the land, destroying the forest, cutting down the trees. The government claims that one of the aims of this investment was to enable local areas to benefit by investing in infrastructure, social services … but these benefits are not included in the contract. It’s only left up to the magnanimity of the investor.”

And those investors, he continued, are simply not interested in anything other than serving their own needs: “They can grow any crop they want, when they want it, they can sell in any market they want, whether it’s a global market or a local market. In fact most of them are not interested in the local markets.”

He cited as an example a massive Saudi-owned plantation in the fertile Gambella region of south west Ethiopia, a prime target area for investors: “They have 10,000 hectares and they are producing rice. This rice is going to be exported to the Middle East, to Saudi Arabia and other places. The local people in that area don’t eat rice.”

But the most controversial element of the government’s programme is known as ‘villagisation’ – the displacement of people from land they have occupied for generations and their subsequent resettlement in artificial communities.

In Gambella, where two ethnic groups, the Anuaks and the Nuers, predominate, it has meant tens of thousands of people have been forced to abandon a traditional way of life. One such is Moot, an Anuak farmer who now lives in a government village far from his home.

“When investors showed up, we were told to pack up our things and to go to the village. If we had decided not to go, they would have destroyed our crops, our houses and our belongings. We couldn’t even claim compensation because the government decided that those lands belonged to the investors. We were scared … if you get upset and say that someone stole your land, you are put in prison. If you complain about being arrested, they will kill you. It’s not our land anymore; we have been deprived of our rights.”

Despite growing internal opposition and international criticism, the Ethiopian government shows no sign of scaling the programme back. According to the Oakland Institute, since 2008, an area the size of France has already been handed over to foreign corporations. Over the next few years an area twice that size is thought to be earmarked for leasing to investors.
